Position: Assistant City Engineer

Salary: $83,999-$104,126Essential duties and responsibilities:
Works closely with the City Engineer withthe design, permitting,
and bidding of publicly bid projects that includea variety of
public works projects related to roadway construction and
maintenance, water, sewer and drainage systems, parks, cemeteries,
buildings, and other projects related to Department divisions.
Prepares complex engineering calculations including drainage
calculations to support the designs.
Works closely with consultants hired by the City for projects in
which the Engineering Department assists with. Works with City
attorneys on legal issues pertaining to Engineering projects.
Plans and assigns projects for staff under the direction of the
City Engineer; completes technical work and provides data and
assistance.
Responds to citizens' inquiries, questions, and complaints.
Initiates corrective action to resolve problems and informs the
City Engineer of corrective actions taken.
Reviews and/or approves plans and other documents requiring
departmental review or approval.
Provides supervision and direction to the Engineering staff in
performing their duties and assignments.
Performs construction administration services and oversees staff
performing field construction oversight.
Makes public presentations in support of the needs and
responsibilities of the Department.
Represents the Department as directed by the City Engineer at
various meetings with City Boards or Committees and outside the
City at other various local, state, and federal Agencies or
Committees. Meetings and presentations occur during the normal work
day and evenings as needed.
Regular attendance at the workplace is required.
May assist in the review of applications for utility permits,
street use permits, franchise utility permits, etc.
May assist in updating/maintaining the City of Brockton's GIS.
May assist in survey fieldwork.
May assist in the preparation of grant applications for state and
federal funding opportunities.
Performs other similar or related duties as required, or as
situation dictates.Supervision: Works under supervision of City
Engineer, Director of Operations and CommissionerWork Environment:
Work is performed both in the field and under typical office
conditions. The workload is relatively stable but can fluctuate
based on project deadlines.Operates an automobile, computer,
camera, scanner, printer, copier, calculator, and other standard
office equipment.Makes frequent contact with other City
departments/boards/committees, governmental agencies, property
owners, and the general public. Contacts are in person, in writing,
and by telephone and require resourcefulness and discretion.The
physical demands described here are representative of those that
must be met by an employee to successfully perform the essential

work. Moderate physical effort is demanded in making site

Requirements:
Minimum Qualifications: Education and Experience: Bachelor's Degree
in Civil Engineering; 8-10 years of experience in design and/or
field construction of public works projects, municipal experience;
Engineer in Training (EIT) and OSHA 10 Certificate preferred.
Massachusetts Registered Professional Engineer in Civil
Engineering, or the ability to obtain their PE within 12-month of
hiring. Valid Massachusetts Driver's License required.Knowledge,
skills and abilities: Knowledge, Abilities and Skills: Knowledge of
local, state and federal laws, codes, and regulations pertaining to
Engineering. Knowledge of civil engineering practices and
principles, engineering design standards, land surveying and CAD
operation. Knowledge of drafting techniques, terminology, methods,
and instruments.General knowledge of public works projects,
materials used and standard construction practices, including
safety procedures, industry standards, and legal requirements and
practices of public bidding. Understanding of current MA General
Laws associated with public bidding requirements, MA DEP storm
water guidelines, and EPA NPDES permits.Knowledge of engineering
maps and construction plans and specifications.Knowledge of modern
office procedures, practices, and computer equipment, including but
not limited to Google Suite, Microsoft Office, AutoCAD Civil 3D,
HydroCAD, and ESRI/ArcGIS.Ability to understand and interpret
engineering plans and specifications. Ability to understand
hydrological/hydraulic calculations and studies. Ability to perform
technical review of civil engineering plan. Ability to prepare cost
estimates for City Projects.Ability to work independently and
interact effectively with the public and department staff. Ability
to design roadways, sewers, sidewalks, parking lots, drainage
systems, and water systems. Ability to keep accurate and detailed
notes and records. Ability to read and interpret plans,
specifications, and codes and other engineering documents. Ability
to analyze and identify project problems and find solutions.Skill
with computers and related drafting applications. Excellent written
and oral communication skills required. Customer service and
interpersonal skills.Ability to effectively operate engineering
related tools and printer/plotter.Ability to interact with the
employees and explain policies and procedures. Ability to maintain
records and prepare reports. Ability to work effectively under time
constraints to meet deadlines. Ability to communicate effectively,
verbally and in writing.Skill and accuracy in working with numbers
and attention to detail. Excellent organizational, communication
and customer service skills. Problem-solving skills. MUNIS
experience is preferred.
