Job Description:
General Statement of Duties: This position works with the
Payroll Manager and the HRIS and Scheduling managers in all
activities related to management information dissemination as it
relates to payroll labor and benefit cost distribution throughout
the Agency. This position works with outside vendors in fulfilling
the continuous improvement and utilization of the Payroll System
and holds said vendor to terms of existing contract. This includes
understanding and working with all systems that record time and
attendance, maintain employee data, process payroll, generate
personnel, payroll, and time-and-attendance reports, as well as
related accounting and tax reports. This position also serves as
backup for payroll and HRIS Systems normal work flow during planned
and unplanned absences. This person will serve as primary audit
liaison for all audit issues and requests as they relate to payroll
and benefits (Financial, 403b, Workers Compensation and all other
Regulatory Audits)Supervision Exercised: Supervise payroll
contractor relationships. Serve as cross check to Payroll and HRIS
function personnel with respect to generation and dissemination of
Payroll and Benefit reporting information. Serve as Backup to
Payroll Processing and HRIS System Management.BAMSI is a private,

for employment.***1. Maintains the integrity, confidentiality and
security of the electronic data bases and systems that contain
personnel, payroll and time and attendance information.2. Manages
the processing, auditing, distribution and/or transmission of
agency payroll, in an accurate and timely fashion in conjunction
with the Payroll Manager and the HRIS Systems Administrator.3.
Reviews payroll before transmission including review of all changes
made in regards to pay rates, retroactive pay, disability
configurations, addition of new employees, PTO cash outs, bonus
payments and safety incentive checks. Approves final payroll for
distribution.4. Works in conjunction with the Payroll Manager and
the HRIS Systems Administrator Supervises regular payroll staff and
any other employees who may periodically perform payroll
functions.5. Analyzes payroll / and practices in order to recommend
and implement changes to maintain and improve operational
effectiveness and efficiency.6. Works as backup to analyzing and
resolution of employee payroll inquiries.7. Works with HRIS and
Scheduling to ensure compliance with all health, pension and tax
filings as well as workers compensation issues and audits.8.
Ensures compliance with all applicable state and federal wage and
hour laws and laws governing the maintenance of personal and
financial information.9. Manages and/or executes the regular
preparation and transmission of relevant information and reports,
including periodic payroll and tax reports, general ledger, time
accrual, benefit deductions, wage attachments, etc. Work closely
with the Finance team to provide accurate and timely reporting to
all departments.10. Provides training in payroll, time and
attendance systems to payroll staff, and others in the organization
who use these systems. 11. Performs duties in compliance with
applicable laws and regulations, and agency policies and
procedures, including safety standards and training
requirements.12. Distributes payroll reports designed to aid PM's
and VP's manage payroll practices.13. Performs other work-related
duties as needed or as assigned by supervisor or designee.1. At
least five years of payroll systems and management experience, in
an automated payroll2. An Associate's degree in information
management, business administration, or a related field. Relevant
work experience and/or payroll certification is a plus.3.
Demonstrated leadership skill and the ability to supervise, coach,
train and develop staff understanding of system reports.4.
Demonstrated competence with HRIS platforms (UKG systems a plus).5.
Knowledge of payroll relevant laws and ability to learn effect and
ensure Agency compliance with new law or tax changes.6. Competence
in Microsoft Office system, including Word, Power Point and
Excel.7. Excellent planning, organizational and interpersonal
skills, excellent analytical and problem-solving skills, strong
written and oral communications skills.8. Attention to detail and a
sense of urgency.9. The ability to operate comfortably and
effectively between departments and levels of the agency.10. Able
to work on independently and build strong working relationships
