Overview

The Director of Talent Acquisition will directly manage talent acquisition team members in an extremely fast-paced and fluid environment. The Director will be responsible for developing and delivering innovative talent acquisition strategies, leading key partner relationships, and ensuring operational excellence through continuous process improvement. This leader will partner with other regional recruiters, senior HR and business leaders to strategize and deliver high quality recruitment solutions to critical recruiting needs in support of the organization's strategic workforce objectives

General Statement of Duties: The Director of Talent Acquisition, defines and implements a scalable talent acquisition strategy aligned with the agency's short and long term business goals; examines the current recruitment processes and redefines them to ensure the development of a robust talent pipeline of high quality candidates are introduced to the organization through implementation of strategic, multi-channel sourcing of passive and active candidates. The incumbent will provide mentoring, coaching and leadership support, in building and developing a high performing talent acquisition team focused on company objectives while ensuring the recruitment process is executed consistently.

Responsibilities

Provides leadership, support, and strategic direction to the talent acquisition function; directs work to achieve and sustain the organization's workforce needs. Oversees all aspects of the talent acquisition program and the employees responsible for

administering it.

Leads and actively participates in BAMSI's recruiting and employment efforts, including the development of an organizational master talent acquisition plan, identification of recruitment sources, coordination of agency involvement in various job fairs, development of an ongoing relationship with colleges and universities and other community organizations, placement of job advertisements, screening and interviewing of prospective candidates for employment as required and overseeing the hiring process. Facilitates, participates, and collaborates in interdepartmental teams and committees to ensure operations, programs, etc. are integrated and aligned with the strategic plan Effectively oversees the use of advanced internet mining, social media, networking, resume mining, direct mail campaigns, perpetuation techniques, lead refinement, targeted advertising campaigns, attendance at key community/discipline events, and other high-impact talent acquisition practices as needed Oversees the Applicant tracking system and the Careers portion of the BAMSI web site including open and posted positions, job descriptions, and employment advertisements. Effectively oversees internal and external sourcing and recruiting efforts to ensure both internal and external pipelines are built to meet current and future needs Conducts exempt level candidate screenings and employment interviews as needed and refers qualified applicants to appropriate hiring managers or Departmental or Divisional staffing personnel. Supervises the completion of appropriate background checks, including criminal offense records, educational records, employment histories, driver's license checks and credential or licensing reviews, employment reference checks or other background information, as needed. Communicates job offers and acceptance letters as needed to selected candidates, and informs unsuccessful candidates that positions have been filled. Maintains relationships with external recruiters and temporary placement agencies and coordinates the use of such contractors as authorized by the Executive Vice President Maintains, analyzes and regularly reports statistical data to monitor and evaluate recruiting plan, including such metrics as time-to-hire, number of open positions and turnover rate. Compiles, analyzes and reports exit interview data as a tool for planning future recruiting and as a resource for evaluating management practices and planning training and professional development. Provides guidance to managers involved in the hiring process, and develops and conducts recruitment training programs for managers, including Career Site training, interviewing skills and recruitment policy and procedure. Analyzes and determines effective diversity recruitment resources, and maintains and updates the agency's Affirmative Action Plan. Develops and maintains a network of contacts with colleges, public organizations and associations to help identify and source qualified candidates, interns and volunteers. Oversees BAMSI's Internship and Volunteer programs and coordinates placements consistent with agency policy and needs. Collaborate with Marketing on employment branding to ensure proper messaging. Monitor utilization results and benchmark performance. Reviews and approves hiring recommendations, ensuring that candidates meet job qualifications and that recruiting and hiring processes complies with agency policy and applicable laws. Attends Departmental and agency meetings as scheduled or as assigned. Performs duties consistent with agency policies and procedures, executes duties to reflect reasonable safety standards and completes and maintains all required training. Performs other duties as may be required by management.

Qualifications

Bachelor's Degree or equivalent experience. Master's degree preferred. A minimum of ten (10) years of successful human resources experience, including at least eight (8) years of experience as a manager in a high-volume, full-cycle recruiting environment, including proficiency utilizing and maintaining an applicant tracking system. Must be able to prioritize, manage multiple and diverse needs and high volume of client requests. Proven ability to influence others and lead organizational change efforts. Excellent supervisory, organizational, analytical, interpersonal, communications and deadline-management skills. MS Office (Word, Excel, Outlook) proficiency.
